In accordance with Article 21 of Uzbekistan’s Election Code, district election commissions must be established no less than seventy days before the election date. These commissions are set up by the territorial election bodies and consist of a chairman, deputy chairman, secretary, and a team of six to eight members. Sanjar Nazarov, Deputy Chairman of the Regional Election Commission, emphasized the importance of a rigorous selection process:

“The candidates for the District Election Commission were vetted through discussions at the district and city Councils of People’s Deputies. The final list was submitted for approval via the ‘E-saylov’ system, ensuring that the process adheres to Uzbekistan’s electoral standards.”

Composition and Expertise of the District Election Commissions

The approved district election commissions in Samarkand include 660 representatives who bring a wealth of experience and diverse perspectives to the table:

  • 41% Women Representation: Out of the 660 members, 268 are women, reflecting Uzbekistan’s commitment to gender balance in its political processes.
  • 65% Experienced Members: A significant portion of the commission members, 427 to be exact, have prior experience in election commissions, ensuring a high level of expertise in managing elections.
  • Professional Backgrounds:
  • Teachers: 334 members (51%) bring educational expertise to the commissions.
  • Economists: 87 members (13%) contribute economic insights.
  • Doctors: 56 members (8%) provide a background in healthcare.
  • Engineers: 32 members (5%) offer technical skills.

This mix of experience and professional diversity is crucial for effective election management.
